This study mainly examines to what extent the aims of the existing educational teaching packages and publicity campaigns in the Netherlands support the new educational goals. These goals can be described as follows: (1) Educational programmes in the Netherlands should promote a more 'conscious' choice for the bicycle as a transport mode; (2) These programmes have to encourage a more 'conscious' cycling behaviour in order to make cycling more safe; and (3) the programmes need to be directed at a more 'conscious' behaviour of other transport modes in relation to cyclists. It is shown, for instance, that the traffic education programmes directed at 4 to 16 year-olds contain information about the moped helmet, but no information about the bicycle helmet.
