The purpose of the MoniBas (MONItoring BASic applications) system is the operational and real-time processing of traffic data from loop detectors by means of so-called basic applications into unambiguous and consistent basic information per monitored road section (`measuring section') for all roads in the Netherlands that are covered by the Department of Public Works monitoring system. This current basic information is then supplied to various users for further on-line use by their traffic control and information systems. The purpose of this MoniBas output document is to define and specify the output of the MoniBas system, both in respect of its content and traffic engineering definition and of its form, and the functional specification of the interface to the MoniBas users. The following basic applications form the calculation heart of the MoniBas system: (1) estimated travel times and queue lengths; (2)) cumulate current delay times in hours; (3) travel time day curves; and (4) estimated actual capacity. The basic applications calculate, per measuring section and per minute, the eventual output variables of the MoniBas system. The MoniBas output consists of the following main elements: (i) version numbers; (ii) time stamps; (iii) specific definitions and output characteristics. And, subsequently, per measuring section: (iv) measuring section identification; (v) upgraded data for the detection cross-section at the entrance of the measuring section; and (vi) calculation results of the basic applications.
