Abstract
By the use of a new technique, monitoring route network has become possible. The technique combines high traffic counts, capacity estimates and a congestion model to predict traffic quality at bottlenecks and near bottlenecks. The cost of congestions and travel times along important routes can then be estimated and visualised. Indices can be defined that compare facts with policy aims, and, when displayed on a year to year basis, help to identify discrepancies at an early stage.
