Abstract

This paper describes the system designed for monitoring congestion policies. The development in policy goals, influencing the vehicle delay hours, are measured as well as the efforts to influence these. In addition, other influences such as other policies as well as external developments are measured. The monitoring system is maintained by the Regional Transport Authorities, so that both policy implementation as well as monitoring is kept in one hand. Agreement between the authorities is achieved by a joint definition study. (A)
