Monitoring the national cycling strategy in Scotland.

Abstract

The Scottish Cycling Development Project was commissioned in late 2000 to monitor progress in Scotland towards meeting the objectives of the UK National Cycling Strategy. Additional information was collected from local authorities on progress towards meeting targets in the strategy. 45% of the population of Scotland resides in areas where the local authority has set targets for growth in cycle use at least as ambitious as those in the National Cycling Strategy. 17% of local authorities spend more than ú5 per head annually on cycling and 59% spend more than 50p per head. Differences in local conditions prevented the determination of the most important factor in increasing cycle use. Examples of good practice in encouraging growth in local cycle use are given.
