Abstract

This project investigated the possibilities of implementing monitoring instruments, developed in the USA, in the Netherlands. Specifically, the project evaluated the possible application of the American Motor Carrier Safety Status Measurement (SafeStat) as a tool for monitoring the efficacy (in terms of stated policy objectives) of certain activities carried out by the Transport Inspectorate Netherlands (TIN, Divisie Vervoer) of the Transport and Water Management Inspectorate (Inspectie Verkeer en Waterstaat (IVW)). The first step in this investigation is a comparison of road traffic safety in the Netherlands and the USA. The outcomes of this are described in Part I of this technical report. SafeStat and related instruments for monitoring/and or prioritizing motor carriers are described in Part II. A detailed proposal for implementation in the Netherlands is presented in Part III. Included in the Appendices are the reports of the Netherlands Transport Research Centre (AVV) and RAND Europe on the visit to the Federal Motor Carrier Safety Administration (FMCSA) and John A. Volpe National Transportation Systems Center in the USA on 5-9 November 2001. For the Dutch summary final report see C 25137.
