Abstract
The monitoring of urban transport- activity system performance is assuming greater importance as more emphasis is being placed on rolling investment programs, with the inherent need for regular reviews of policies and programs. A new procedure for deriving estimates of employment access utility from census journey- to- work data is used to draw profiles of Melbourne in, and monitor changes between, 1976 and 1981. This paper focuses on the information value of access utility indicators as an input to the processes of review of urban transport policies and investment programs. Several possible directions for policy analyses and indicators research are suggested.
