The moped and the bicycle are the two personal transport modes available to the younger adolescent in most countries. The safety record of these mopeds have led to reduced access to personal mobility for these groups in some countries, including Australia. Given a 60 kg and 60 km /h design speed limitation for mopeds, there would be a sound basis for permitting wider access to the use of light mopeds to young riders with access to bicycle specific facilities, and the concomitant enhancement of mobility (and thus job access) opportunities.
