At least 80% of accidents are due to human factors. In the paper traffic is defined as "a joining of displacement-behaviour within a system of law". An important factor is the drivers' moral development level. The moral development level of an individual has influence over the given judgement in the face of several situations. Kohlberg (1981 defines three moral development levelsAn evaluation of the moral development level in relation to traffic behaviour should lead to the promotion and development of a safe behaviour level. The current paper describes an interview survey of a sample speeding offenders in relation to their moral development level. The predominant moral development stage of the sample was at the Conventional Level, represented by Stage 1 - the orientation to obedience and punishment - in which the physical consequences of their action determines their moral judgement. In this case the motivation to accomplish the law is not to avoid serious accidents, but rather to avoid being caught by the electronic supervision instrument (use of radar in the case of speeding), and avoiding the legal penalty.
