Abstract

Moving municipalities to increased and effective accident reduction activity is perhaps the most important of all national safety objectives for Israel. Integrated safety programs at the Municipal level are difficult to conceive, and will be difficult to implement. The experience with the programs discussed in this paper indicated: 1. There is a need for massive improvement in the professional quality of those managing traffic safety at the Municipal level and 2. safety organization on the local level, managed and coordinated through Municipal Safety Authorities, seems a prerequisite to progress in accident reduction.
