Abstract

A basis observation is that a majority of the elements surrounding an accident are in the area of human factors. The needs for improvements in vehicular and environmental factors are also recognized. But perhaps the greatest achievements toward the mitigation or elimination of highway crashes will result when positive measures are devised to counteract and correct many of the observed human defects.
