Abstract

The suggested management and reporting system (M&RS) implementation strategy involves a pilot implementation in two states and, on the basis of this experience, nationwide implementation of the system. Figure I depicts the time relationship between the suggested 2-state and nationwide implementation. It should be noted that the nationwide implementation commences 8 months after the 2-state implementation has begun, the 2-state and the nationwide implementation run in parallel for 14 months, and the nationwide implementation is completed 14 months after the accomplishment of the 2-state implementation.
