Abstract

There is a certain trendiness in the approaches given to road network planning in developing countries. Perceptions of need vary. Resources are scarce. Planning is sometimes undertaken for its own sake. Greater vision is possible, if not neede, in incorporating more fully appropriate sociopolitical considerations into the technical planning for national road networks. The link between choice of road standards and construction technologies needs to be recognized.
