Abstract
What highway safety needs is a continuing sensitivity to the ordinary road needs of the motorist. Without this sensitivity, all of us- those of us who provide the money, those of us who pass the laws, those of us who built the roads-bear out the wise Italian saying that to do 99 things properly but not the hundredth is to dilute the achievement of the entire hundredth. The importance of this dictum is greatly enhanced when the hundredth item is safety.
