The need for a realistic costing method.

Abstract

The way in which public transport in general has moved from commercial footing towards subsidized social service, is outlined. Requirements for costing embodied in the Transport Policies and Program (TPP) system, together with the need for costing in management and planning are described. It is suggested that the degree of complexity in any standard method must be limited, since the method must be acceptable to both large and small undertakings.
