Abstract

This paper examines the dichotomy that exists between the stated rationale for public intervention in the rural transport field contained in the legislation and the way finance has actually been allocated by the local authorities. It outlines an alternative approach to the provision of rural public transport, based upon the identification of needs rather than behavioural patterns of movement.
