Network management : a police view.

Abstract

This short paper discusses three areas where the police have an impact on road network management: (1) accident prevention; (2) congestion control; and (3) incident reduction. Automatic speed enforcement cameras have been very effective in reducing speeds and thus reducing accidents. In addition, police can cause drivers to improve their concentration dramatically, just by being present in marked vehicles. This is very important on motorways and even more important on upgraded trunk roads. Parking enforcement, aimed at achieving compliance, is one of the most important parts of network management, but needs to be consistent throughout the whole network. Police enforcement is also vital to reduce to reduce the numbers of: (1) overloaded vehicles; (2) drivers who drive when overtired; and (3) defective vehicles on the road. Various methods of automatic monitoring can detect when traffic is not moving, but not why it is not moving. To do this, a sufficient number of police officers with the correct equipment need to be sent to the jammed locations. Consideration is also being given to the possibility of diverting traffic off congested trunk roads, though this must be done with care.
