New appraisal methodology for large European transport investments.

Abstract

An innovative appraisal methodology called COSIMA-TEN for appraising large European transport infrastructure projects is described. The composite method for assessment (COSIMA) is seen as particularly applicable to the construction of the Trans-European Network (TEN). The background and purposefor the development of COSIMA-TEN are outlined. Ten objectives were identified. These were to maximise transport efficiency, improve transport safety, improve strategic mobility, and to contribute to environmental improvements, economic development, technology development, the implementation ofthe Single European Market and to the social and external dimensions. Thetheoretical framework of COSIMA-TEN is described. The application of the methodology was demonstrated for the Øresund Fixed Link, Denmark.
