New developments in taxi and private hire operation in London.

Abstract

The Public Carriage Office (PCO), part of Transport for London's (TfL) Surface Travel Directorate is responsible for the licensing of London taxis and private minicabs. The regulation of pedicabs (cycle rickshaws) in London is being considered. This paper examines the wider role of the PCO since it became part of TfL, with respect to the development of a strategy fortaxi ranks (background, strategy objectives, rank provisions, classification of ranks, key issues, taxi points, customer and driver requirements, new initiatives, implementation), the development of a taxi rank database (needs, development, integration with other TfL systems), research to monitor taxi wait times (effects of queuing, measurement of supply and demand, survey method and sampling), and the scoping study on the regulation of pedicabs (study objectives, current legal situation in London, need for regulation, possible types of regulation, purpose of regulation, operator regulation, vehicle registration, rider approval, costs and benefits).
