New framework for highway planning in Portugal.

Abstract

A Highway Master Plan (HMP) was made in 1979 for Portugal that could support the decisions for reducing the total length of a national network from 18.000 to 9.000 km as well as providing a framework of highway investment in that network. This paper attempts to present the basic framework used in the approach and early stages of the development of such a plan, as well as presenting some of the results and ideas already available.
