Abstract

A new procedure for accident black spot identification and priority settings proposed for the Polish road network. This paper highlights the calculations techniques. Traditionally black spot identification has to rely on some selection criteria. The proposed method common rules are used to identify an initial set of black spots. These are verified through checking of the following criteria: (1) average annual accident number; (2) relative accident factor considering the severity of accidents; and (3) average annual number of accidents of the same type.
