A new road management system for disaster-mitigation in Japan.

Abstract

This paper introduces the new road management system which is currently under construction to achieve improved disaster-mitigation in Japan. This new system consists of disaster-mitigative inspections to understand factors causing disaster; disaster-mitigative databank to understand the level of changes daily and to support judgement on implementation of countermeasures and the daily management implemented using the databank; implementation of necessary countermeasures; and an information system to ensure effective utilization of inspection results and enormous amount of data contained in the database. By supporting evaluation of the road disaster mitigation and earthquake resistance in each stage from planning to maintenance and proper countermeasures against abnormality, this system will achieve the effective and efficient road management system for disaster mitigation to ensure safe and reliable road traffic.
