NEI has carried out a study concerning two alternative electronic road-pricing schemes for the increasingly congested Randstad area in the Netherlands. On the one hand a "traditional" tolling scheme, on the other hand a paylane system. This paper discusses the pros and cons of both schemes, but also compares them on their costs and benefits for the Randstad area and for target groups of road-users. The paper is concluded with a synthesis of what presumably would be the best alternative for both the region and the road-users; the traditional tolling scheme, the paylane system or a combination.
