Abstract

The New Roads and Street Works Act 1991 (the Act) was enacted following the comprehensive review of the Public Utilities Street Works Act 1950 by a Committee chaired by the late Professor Michael Horne. The Committee's report was presented to the Government in 1985. This Report highlighted the unnecessary traffic disruption and significant additional costs to the public (apart from those incurred by undertakers, highway authorities and transport operators) caused by the uncoordinated activities of those concerned in carrying out works of all types on the highway.
