Abstract

The New York Urban Development Corporation approach is an example of a corporation formed by the state government to provide the powers, a part of the capital, and the expertise for areas unable to initiate needed development without outside help. It can acquire land, condemn land, waive local codes and ordinances, override zoning, hire architects and engineers, place mortgage loans and own and operate facilities.
