Abstract

The paper presents the New Zealand Roading Network: Integrated Stormwater Management Guidelines which have been developed under a Transfund Research Project. The Guidelines provide guidance on a range of issues relating to the management of stormwater runoff from state highways and local roads in New Zealand, including: 1.The legal framework within which stormwater management takes place; 2. The management framework (agency responsibilities and management tools); 3. The gaining of resource consents for stormwater management activities; 4. Environmental effects and mitigation measures; 5. Best practice engineering methods The primary aim of the Guidelines is to assist road controlling authorities, viz Transit New Zealand (TNZ) for highways and territorial authorities (TAs) for local roads, to come to grips with the sometimes complex issues surrounding the matters referred to above, and the interplay between them. The Guidelines adopt a holistic approach; they attempt to place the management of stormwater from roads within the wider context of land use and catchment management.
