Abstract

This article considers the problem of young driver licensing in the USA. Drivers can be licensed in some states from 15 or 16 years old, and gaining a licence has been a quick and easy process. In the late 1990s some states began to adopt graduated licensing, where young drivers are phased in to full driving privileges. This can involve an extended supervised learner stage, and restrictions on night driving and the carriage of young passengers. States have implemented graduated licensing to differing extents: no state has adopted a full range of measures to produce a comprehensive graduated system. Strong laws and compliance encouraged by parents and police are necessary for full effectiveness.
