Abstract
The most recent edition of the Recommendations for Public Lighting of the NSVV dates from the early seventies, before the energy crisis. In the ensuing years of energy shortage there followed another publication by the SVEN. In the NSVV recommendations the emphasis was on illuminating engineer- ing; the SVEN publication focussed on energy saving. The demand for new recommendations led to a new cooperation between the institutions and authorities involved, more or less formalised, so that this basis for the new recommendations will be as broad as possible. The emphasis is to be on illuminating engineering, but conditional on optimum efficiency in energy consumption.
