Abstract

No-build policies as one element of urban transportation planning have been reviewed and a framework of possible measures to make best use of existing and planned transport facilities at relatively low cost has been given. Restraint of vehicular traffic, efficient use of existing transport facilities and changes in the location of transport origins and destinations are the major categories of no-build policies.
