Abstract

No pay, queue ! : how becomes attainableness reliable ? Pricing is sometimes seen as the solution for a better attainableness. The question is, can pricing cause a more reliable attainableness. Or can alternatives, like traffic organisation, also cause a reliable attainableness. Pricing can especially spread traffic over time. The total amount of vehicles will spread over time and in peak hour the amount of vehicles will decline and the average speed will grow. But there is no sense in reliability and there are no opportunities to spread traffic over place. Traffic organisation can spread over place and can create queues. A queue is a natural way of spreading traffic over time. Therefore traffic organisation can give the quality of attainableness in the sense of reliability. Important instruments to organize traffic in urban environment are; monitoring, traffic lights and generate (traffic) information. Thinking in terms of quality should be incorporated in different levels of the organisation; strategical, tactical and operational. So to create a reliable attainableness we will not pay but get in the reliable line and wait till it is our turn. No pay, queue ! (Author/publisher)
