Abstract

‘No queue, WHO pays?’ : managing traffic and transportation by local government, according to the Luteijn principles. The principle of ‘who pays is the one who prescribes’ will be common knowledge. This paper does not deal with financial nor political blockades of the Luteijn-approach, yet deals with the organization of roadnetworks and management of mobility, transportation and traffic by local government.
