Non-motorized transport NMT in transportation systems : back to the future.

Abstract

An increasing number of developing countries acknowledge the important role non-motorized transport (NMT) plays in their transportation system. The forms, functions and exent of non-motorized transport are numerous and vary between and even within countries. Predominant factors that determine NMT use are affordability, infrastructure and culture. Recognizing the potential role of NMT in sustainable economic, environmental and social development, the World Bank assists its clients in exploring various options to promote and integrate non-motorized transport modes in effective and efficient transportation systems in both urban and rural areas. Current World Bank experience (NMT studies and projects) indicates mobility related problems of the poor can be alleviated by provision of innovative and low-cost transport and infrastructure alternatives. This includes, inter alia, facilitating access to credits to the poor to purchase low-cost transport modes; road design, rehabilitation and maintenance standards that incorporate non-motorized road users' requirements; and spot improvements on, mainly rural, shortcuts and backtracks that are popular by NMT users. The World Bank assists its clients in developing strategies, policies and institutional capacity to integrate non-motorized transport in comprehensive transport planning. It can also provide financial support for physical investments and help in identifying other financial resources. The presentation briefly describes past and present World Bank NMT-initiatives and draws lessons for similar efforts elsewhere.
