Non stop automatic debiting : the European approach.

Abstract

Technological developments of high-speed, non-stop, multi-lane Automatic Debiting Systems have practically been completed. However, before their implementation on European motorways, some extra aspects need to be addressed. These are: a) enforcement; b) automatic vehicle classification; c) legal and institutional aspects; and d) security and privacy. ERTICO regards harmonisation of Automatic Debiting Systems as an essential objective for facilitating European mobility. This requires more work on interoperability, the specification of the Dedicated Short Range Communications and clearing of payment. The E.C. has set up a specific initiative to solve these problems. It is called CARD-ME (Concerted Action for Research on Demand Management in Europe).
