Abstract

In the spring of 1985, North Caroline enacted an occupant restraint law which became effective on October 1, 1985. This evaluation of the law, covering the warning ticket phase and the first six months of the citation phase, utilises several data files including: state-wide accident data, state-wide enforcement data, and a probability sample of state-wide belt use by front seat occupants. Demographic and geographic patterns of belt use after implementation of the law, compared with the before use, is examined.
