Abstract

The objective of this program is to develop a measure of patient care and a model of health care systems relating this measure to system resource allocations. Such a patient care model is needed to study the consequences of resources allocation, policies chosen to cope with the increasing demands and costs and capabilities of health delivery systems. Social legislation has been enacted as a matter of policy to insure high levels of care for all, but difficulties have been encountered in its implementation.
