Abstract

This paper describes the Old city traffic area programme in Tallinn the capital of Estonia, which includes area toll, parking fee, automobile restricted and pedestrian zones, and lower speed limits. The effectiveness of this programme is described. The results indicate that the measures decreased traffic volumes. About 80% of drivers break the new speed limit of 20 km/hr, although not by very much. The average speed is 22-24 km/hr.
