Abstract

Uncertainty is an important element in policymaking. The traditional policy analysis offers several instruments to deal with uncertainty. The effectiveness of these instruments decreases because of increasing complexity in societal systems. Risk analysis is a well known method in identifying uncertainties in the implementation of policy plans. The usefulness of risk analysis in the development of transport policy was examined in a pilot study. The context and results of the study are presented in this paper.
