Abstract

This report gives a description of a design for a speed measuring network on rural provincial roads (excluding motorways) in the Dutch province of Flevoland. The design was based on both the policy of the province as formulated in different reports, and on national speed goals. The speed measuring system can be installed permanently at selected fixed locations, usually using loop detectors, but loops and radar can also be applied. The information gathered with the loop network will be used for: (1) provincial purposes in order to cope with the problem of speeding and accidents; and (2) for national policy through monitoring the speed level. On a map the proposed fixed locations are indicated (national and provincial). Depending on `ad hoc' wishes speed measurements can be conducted at variable locations, where a transportable system is used, using tubes or radar. Specifications are given regarding the traffic characteristics to be collected and the technical characteristics. Possible application of the data collected is summed up. (A)
