Abstract

Traffic and physical planning are both object of governmental care, but a clear distinction should be made according to the kind of care: traffic is called a "sector1” physical planning a "facet" of management. The fundamental difference between these implies the corresponding functions incapable of being held together. The existing organisation in Dutch municipalities fails to appreciate this.
