Operational aspects of the RDS-TMC location database.

Abstract

An operational RDS-TMC (Radio Data System - Traffic Message Channel) service will start in the Netherlands in January 1998. To enable an operational service the organisational, legal and commercial aspects need to be defined in addition to the technical aspects. The current paper describes the results of a number of studies done on the operational aspects in relation to the RDS-TMC location database. These results form the basis for the policy in which way the Ministry of Transport will deal with the location database and with the change requests which can be expected in the years to come. Main items in the studies are the way to handle requests for changes in the database, to keep new versions upwards compatible, the distribution, the commercial aspects of the database and the role the Ministry plays in their relation to the industry.
