Abstract

This study concludes that accidents, injuries and fatalities can be significantly reduced on state highways by the conversion of these highways to freeways. It is concluded that this is the only sure way of reducing accident experience. A system of freeways in addition to the state highway system will not reduce accident experience because the accident rate will continue to increase on the non-converted state highways and the overall result of accidents, injuries and fatalities will not be less than they were before the construction of freeways.
