The Public Prosecutor's Office (`Openbaar Ministerie' OM) has set itself a goal, during the coming years, to strongly intensify the enforcement of the so-called `spearheads' of the long-term road safety policy plan: speeding, alcohol use, seatbelt wearing, crash helmet use, and ignoring red traffic lights. Up till now, 17 of the 25 Dutch police regions have started, or planned, projects for intensifying enforcement. Besides these 4-year regional projects, the normal traffic enforcement will continue at the normal level. An important facet of every regional plan is a long-term evaluation of the effects of the increased police efforts on road users' behaviour and road safety. In this report, the research questions of the evaluation are described and the research design for the various facets is explained and elaborated.
