Overview of the South African national land transport policy.

Abstract

Since 1993, South Africa went through numerous changes brought about by the interim Constitution, 1993 as well as the new Constitution adopted in 1996. These changes had a great influence on policies, institutional arrangements, administrations, etcetera. The National Department of Transport in collaboration with the provinces and metropolitan authorities have drafted a National Land Transport Bill, which will enact the principles contained in the "White Paper on National Transport Policy, 1996". This paper contains a broad outline of the new land transport policy and legislation as well as the challenges and problems occurred in the implementation thereof. (A) The French title of the paper is: "Vue d'ensemble de la politique nationale sud-africaine de transport terrestre".
