Since 1993, South Africa went through numerous changes brought about by the interim Constitution, 1993 as well as the new Constitution adopted in 1996. These changes had a great influence on policies, institutional arrangements, administrations, etcetera. The National Department of Transport in collaboration with the provinces and metropolitan authorities have drafted a National Land Transport Bill, which will enact the principles contained in the "White Paper on National Transport Policy, 1996". This paper contains a broad outline of the new land transport policy and legislation as well as the challenges and problems occurred in the implementation thereof.
