Abstract

This paper was presented at the "User pay : transportation funding issues for the millennium" workshop. These proceedings are available on CD-ROM. This paper presents an overview of user pay in transportation, in Canada and internationally. Recent estimates of full transportation costs in Canada are presented along with a brief outline of current and planned user pay applications by mode. Key user pay issues are discussed, including financial, socio-economic and environmental viability. Recent opinions by key stakeholders in Canada are also summarized, based on the 1995 TAC Symposium on User Pay. (A)
