This paper was presented at the `Managing Change in an Era of Scarce Resources' session. Park-and-ride facilities are designed to intercept suburban auto commuters en route to congested destinations, such as the downtown where parking is in short supply and expensive. Among the benefits of park-and-ride are enhancement of public transit, decreased demand for long-stay parking in highly congested areas such as the downtown, reduction in energy consumption and vehicle emissions, and reduced traffic congestion on corridors leading to the downtown and within the downtown. In this article, the authors present the findings of a recently completed survey of the policies and planning practices used by Canadian cities with regard to park-and-ride facilities. (A)
