Car use could be limited by establishing low-car or no-car neighbourhoods. But declaring these zones off-limits to cars will not necessarily promptpeople to get rid of their vehicles. A structural decrease in the number of parking spaces will therefore be of no effect. If the intention remainsto severely reduce the number of parking spaces, then additional measureswill have to be taken to discourage car ownership. Seeing as how current the traffic and transport objectives are aimed at reducing car use, a change in policy is needed. (A)
