Abstract

This paper discusses the UK's Road Traffic Act 1991, in relation to a complete reappraisal of the British approach to parking regulation and enforcement. It describes the Act's requirements and how its implementation is proceeding. It gives special consideration to three specific aspects. The difficulties of implementation include: (1) financing the start-up of operations; (2) finding the most appropriate role for the private sector; and (3) developing appropriate information technology (IT) solutions. Substantial departures from traditional enforcement styles include: (1) the impact of the requirement to `aim to be at least self-financing'; (2) bringing regulation making and enforcement together in one agency; (3) targetting enforcement, especially on persistent evaders; and (4) how the IT solutions can enable such enforcement. Finally, the initial results of implementation are considered. The first London Borough implemented the new regime in July 1993. By June 1994, eight Boroughs had implemented it, and the Parking Committee for London's own IT arrangements were due to be in place. By September 1994, all Boroughs should have implemented it, and more detailed results should have become available.
