Abstract

Traffic congestion adversely affects the environment, business and social harmony. London's problem is growing, despite substantial increases in public transport use. Traditional enforcement measures have been swamped and failed. Clamping has, over the past four years, improved compliance with parking regulations, with other "spin- off" savings to the community.
