New york state has adopted a manual containing a checklist that provides a replicable means by which local community groups can nominate roads for scenic designation by the state. The authors propose a similar approach to managing roadside vegetation. The comprehensive, yet simple, format consists of guidelines and a series of forms organized in workbook style. This format helps record the informationnecessary for evaluating management alternatives and improves communication between scenic conservationists and roadway crews. This paper appears in transportation research record no. 1224, Rest areas, wetlands, and hydrology.
