Abstract

This report will be of interest to people of a number of disciplines in transportation and other agencies. It describes the concept of pavement management and provides an anlyses of pavement management system (PMS) development and implementation. From the administrator's standpoint, a PMS is a tool that can be used effectively to provide the desired level of pavement service at the lowest over-all or long-term cost. A PMS permits the comparison of a large number of design, construction, and rehabilitation options from a total cost standpoint at both the project level and the network level. (Author/publisher)
